Are safety-conformant products really safe?

Abstract:

Standards are normally used as references for safety-critical applications. It is common assumption among practitioners that the requirements expressing such references, being the results of years of work by a vast community of experts, are hardly questionable, so that any responsibility for possible safety violation is due to lack of process/product conformance or lack of care in conformance assurance. The purpose of the talk is to draw attention on some aspects by which the confidence on the efficacy of the Standards themselves, and the Standard quality, can be put under discussion. After introducing various points of possible weakness, not ignored in literature, the talk focuses on risks related to ambiguity, freedom of interpretation and support to certification. Results of analysis of some popular Standards, aided by natural language processing tools, are reported and briefly discussed. The aim of the discussion is to provide suggestions the Standard makers may be wishing to consider, in order to improve Standard quality.

Mario Fusani is Research Associate with the ISTI-CNR Institute, in Pisa, Italy, where he has been working since 1973. In 1986 he founded the System and Software Evaluation Center, active since then. His current applied-research interest is in system safety-assurance and in safety-related standard comparison and evaluation.
